2026 update: North Bali International Airport is in advanced pre-construction. In February 2025, President Prabowo Subianto signed Presidential Regulation (Perpres) No. 12/2025, formally naming NBIA a National Strategic Project. At the Sumber Klampok, Buleleng site, the environmental impact assessment (AMDAL) is complete and the Location Permit (IPL) is in its final stages, while developer PT BIBU Panji Sakti finalises financing. Groundbreaking has not yet happened and no official opening date is confirmed — government targets range from a first operational phase around 2027–2028 to full completion near 2030.

What Perpres 12/2025 means
On 10 February 2025, President Prabowo Subianto signed Presidential Regulation No. 12 of 2025, formally including North Bali International Airport on Indonesia’s National Strategic Projects (Proyek Strategis Nasional / PSN) list.

PT BIBU Panji Sakti: investment & financing
Developer PT BIBU Panji Sakti has been working since 2016 to bring North Bali Airport to reality, and is currently finalising financing arrangements with domestic and international investors and banks. The total project cost is estimated at USD 3 billion (IDR 45 trillion).

Engineering & environmental safeguards
The Sumber Klampok coastal site brings real engineering challenges — runway orientation has to account for prevailing wind patterns off the Bali Sea, and foundation design must address coastal soil conditions in a seismic zone. Indonesian airport engineers have addressed similar conditions before, at Sultan Hasanuddin (Makassar) and Sam Ratulangi (Manado) airports, using ground improvement techniques such as soil compaction, pile foundations and geotextile reinforcement.
The AMDAL environmental assessment includes sediment control barriers to protect the Bali Sea, noise-management schedules, mangrove conservation buffers where applicable, and ongoing water-quality monitoring throughout construction. Temple complexes and sacred natural sites near the site are being preserved under the Balinese principle of Tri Hita Karana — harmony between people, nature and the divine.
